МОНІТОРИНГ ЯК ІНСТРУМЕНТ ФІНАНСОВО-ЕКОНОМІЧНОГО МЕХАНІЗМУ ЗБАЛАНСОВАНОГО ВИКОРИСТАННЯ ЗЕМЕЛЬ ЛІСОГОСПОДАРСЬКОГО ПРИЗНАЧЕННЯ
Анотація
У дослідженні наведено ключові проблеми моніторингу використання земель лісогосподарського призначення на національному рівні в напрямі збалансованого управління цим ресурсом. Представлений огляд напрямів удосконалення еколого-економічних показників моніторингу землекористування, які забезпечували б основу для аналізу ситуації, виявлення тенденцій і проблемних питань з використання земель лісогосподарського призначення. Окреслено потенціал використання моніторингу як інструменту фінансово-економічного механізму збалансованого використання земель лісогосподарського призначення в масштабах України.
Наведено огляд ключових цільових груп показників моніторингу, які будуть істотно сприяти оцінці ефективності досягнення збалансованого землекористування на рівні країни, підвищенню узгодженості міжвідомчого управління природними ресурсами, також наведено варіанти можливих конфліктів і запропоновані конкретні способи досягнення цілей без шкоди для природних ресурсів і екосистем. У межах цих груп запропоновано доповнити систему моніторингу використання земель такими показниками, як знеліснення, швидкість вирубки лісів, перетворення інших видів землекористування в лісові землі (і навпаки), викиди парникових газів, моніторинг біорізноманіття в межах окремих територій тощо.

MONITORING AS AN INSTRUMENT OF FINANCIAL AND ECONOMIC MECHANISM OF BALANCED USE OF FORESTRY LANDS
Summary
The research presents the key problems of monitoring the use of forestry lands at the national level in the direction of balanced management of this resource. The review of the directions of improvement of ecological and economic indicators of land use monitoring, which would provide the basis for analysis of the situation, revealing trends and problematic issues in the use of forestry land. The potential of the use of monitoring as an instrument of the financial and economic mechanism of balanced use of forestry lands on the scale of Ukraine is outlined.
An overview of key target groups of monitoring indicators that will significantly contribute to assessing the efficiency of achieving sustainable land use at the country level, enhancing the consistency of interagency management of natural resources, as well as options for possible conflicts and proposing concrete ways to achieve the goals without compromising natural resources and ecosystems. Within these groups, it is proposed to supplement the system of monitoring the use of land with such indicators as deforestation, the rate of felling of forests, transformation of other types of land use in forest lands (and vice versa), greenhouse gas emissions, monitoring of biodiversity within individual territories, etc.
