КООПЕРАЦІЯ ЯК ОСНОВНИЙ РЕГУЛЯТОРНИЙ МЕХАНІЗМ РОЗВИТКУ ПІДПРИЄМНИЦЬКОЇ ДІЯЛЬНОСТІ АГРАРНОЇ СФЕРИ
Анотація
У статті розглядаються проблеми кооперативних взаємовідносин у аграрній сфері. Проведено аналіз діючих сільськогосподарських товаровиробників Черкаської області за обсягом сільськогосподарських угідь та визначено, що в досліджуваному регіоні переважають дрібнотоварні підприємства. Проведено кластерний аналіз, який дав змогу виокремити кілька типів підприємств з різною спеціалізацією в залежності від розміру сільськогосподарських угідь. Досліджено основні принципи функціонування сільськогосподарських кооперативів. Запропоновано створення виробничих кооперативів у сільському господарстві, що супроводжується створенням кредитних кооперативів. Визначено, що розбудова кредитної кооперації в даному секторі економіки відбувається переважно крізь призму кредитування, при цьому нівелюються інші важливі її функції, що можуть сприяти сталому розвитку дрібнотоварного сектору сільськогосподарської діяльності. Розкрито особливості розвитку сільськогосподарської кооперації в Ізраїлі, та виокремлено у структурі сільського кооперативу функціонування інформаційно-консультаційного центру, для здійснення консультацій фермерів. З'ясовано, що кооперація є одним із визначальних інститутів, який дасть змогу покращити ефективність функціонування аграрної економіки.

COOPERATIVE AS THE MAIN REGULATORY MECHANISM OF THE DEVELOPMENT OF ENTREPRENEURIAL ACTIVITY IN THE AGRARIAN SPHERE
Summary
The article deals with cooperative relations in the agrarian sphere. The analysis of agricultural producers in Cherkasy region by the amount of cultivated land was carried out, and it has been found that small-scale enterprises prevail in the investigated region.
The development of cooperative movement in the agriculture of the region was researched. This process requires a systemic approach, enlargement of small enterprises and cooperation of households.
Conducted cluster analysis enabled to distinguish several types of enterprises with different specialization depending on the size of cultivated land.
Main principles of the functioning of agricultural cooperatives were studied. In this context, there is a necessity for the owners of business to choose an effective model of cooperation according to the peculiarities of the production. This model should be built according to the main principles of cooperation.
The creation of production cooperatives in agriculture was suggested, which is accompanied by the creation of credit cooperatives. It has been determined, that development of credit cooperation in this sector of economy takes place mainly in the context of crediting, at the same time its other important functions are nullified, that can promote stable development of a small-scale sector of agricultural activity.
The analysis of the world experience of agricultural cooperation indicates that this form of business has a positive effect on the accumulation of the volumes of agricultural production and application of new progressive production technologies. Specific features of the agricultural cooperation in Israel were described and the functioning of the information advisory center was distinguished in the structure of agricultural cooperative for providing farmers with consultancy services. It has been found that cooperation is one of the determinant institutions, that enables to improve the efficiency of the functioning of the agrarian economy.
It has been found that cooperation in agriculture gives the possibility to save costs on equipment supply and expendables, machines, packaging, storage, marketing, selling, export and service.
