ЗАВДАННЯ СУЧАСНОГО ЗЕМЛЕУСТРОЮ В СИСТЕМІ УПРАВЛІННЯ ЗЕМЕЛЬНИМИ РЕСУРСАМИ ТА ЗЕМЛЕКОРИСТУВАННЯМ
Анотація
Розглядаються питання раціонального використання і дбайливого ставлення до земельних ресурсів у регіонах з високою щільністю населення і значним промисловим потенціалом. Особливу увагу приділено посиленню державного контролю за станом та використанням земельного фонду, дотриманням земельного законодавства. Вирішуються питання подальшого розвитку аграрного виробництва при необхідності урахування продуктивних властивостей земель, передбачати їхнє поліпшення і охорону. Досліджуються проблемні питання сучасного землеустрою в Україні як багатофункціональної системи та характеризуються дві групи заходів землеустрою. Акцентується увага на основних напрямах розвитку проектів внутрішньогосподарського землеустрою на сучасному етапі, які повинні містити розрахунки водного балансу, що складається для кожного масиву ріллі та інших сільськогосподарських угідь. Досліджується розвиток сучасної системи землеустрою в тісному взаємозв'язку з системою менеджменту земельних ресурсів і землекористування. Визначено головне завдання у формуванні землекористування аграрних підприємств, яке полягає у вдосконалення організації землеволодінь і землекористувань на території адміністративно-територіальних утворень як базисної основи забезпечення інтересів власників земельних ділянок або їх орендарів, територіальних громад і держави. Розроблено рекомендації щодо забезпечення переважного права купівлі або обміну земельних паїв та інвестиційного забезпечення створення економічно-привабливого землекористування. Запропоновано принцип прибуткового землекористування і визначення екологічно можливих та економічно доцільних напрямів використання земель як основи організації їх ефективного використання у сільському господарстві.

TASK OF MODERN LAND READJUSTMENT IN LAND RESOURCES MANAGEMENT AND EARTHQUAKES MANAGEMENT
Summary
The questions of formation of effective use and protection of agricultural land as urgent important natural sciences, socio-economic and ecological problem, which is carried out on the basis of balance between necessary economic growth and preservation of land resources, are being explored. It was established that most of the current problems of land use, use of land resources potential, environmental stress is the result of inadequate management of land use and protection. Therefore, the problem of effective land use is relevant and requires a first-rate solution. The tasks of the modern land management in the system of land resources management and land use are outlined, among which the main task is to develop measures for the rational use of land, under which they will not worsen their fertility and reduce the content of humus. The issues of rational use and careful attitude to land resources in regions with high population density and large industrial potential and components of an economic mechanism for improving the efficiency of use and protection of agricultural land are considered. Particular attention is paid to the strengthening of state control over the state and use of the land fund, compliance with the requirements of land legislation. Issues of further development of agrarian production are solved due to the priority consideration of productive properties of lands, their improvement and protection. The problems of modern land management in Ukraine as a multifunctional system and groups of measures of land management are analyzed. The development of the modern land management system in the close relationship with the land management and land management system is explored. Under these conditions, land management is the main mechanism in the formation and implementation of management decisions, since it has a multifunctional character, which requires the establishment of an effective institutional environment. The algorithm of development at agricultural enterprises of the complex of measures on the use of land resources is formed. The main directions of development of the projects of the land management system are proposed, which should include calculations of the water balance, which is made up on each massif of arable land and other agricultural lands. The principle of profitable land tenure and the definition of environmentally feasible and economically feasible areas of land use is proposed, which is the basis for organizing their efficient use in agriculture.
