ОСОБЛИВОСТІ РОЗВИТКУ ЕКОЛОГІЧНО БЕЗПЕЧНОГО ТРАНСПОРТУ ЯК СКЛАДОВОЇ МІСЬКОЇ ІНФРАСТРУКТУРИ
Анотація
Розвиток міської інфраструктури здійснюється на принципах сталого розвитку в напряму досягнення оптимальної структури окремих видів транспорту з урахуванням потреб національної економіки, наявних ресурсів і глобальних тенденцій. У статті акцентовано увагу на розвитку велосипедного транспорту, діяльність якого чинить найменший негативний вплив на навколишнє середовище. Найбільш важливими екологічними ефектами транспортних перевезень є вплив на зміну клімату, забруднення повітря, рівень шуму, виснаження біорізноманіття та природних ресурсів. Ці висновки мають практичне значення в розробці стратегій і програм муніципального розвитку в контексті вектора європейської інтеграції. Розвиток інфраструктурної складової міст України передбачає вирішення першочергових на сьогодні завдань у напрямах забезпечення економічної ефективності інфраструктурних послуг, формування соціально-орієнтованого інфраструктурного комплексу, забезпечення екологічності функціонування інфраструктурної мережі.

FEATURES OF DEVELOPMENT THE ENVIRONMENTALLY SAFETY TRANSPORT AS A ELEMENT OF CITY INFRASTRUCTURE
Summary
The development of urban infrastructure is based on the principles of sustainable development in order to achieve the optimal structure of certain types of transport, taking into account the needs of the national economy, available resources and global trends. The article focuses on the development of cycling transport, whose activities have the least negative impact on the environment. The most important environmental impacts of cycling transport are the impact on climate change, air pollution, noise, biodiversity and natural resources depletion. These findings are of practical importance in the development of municipal development strategies and programs in the context of the European integration vector.
Environmental protection should become proactive, aimed at overcoming not only the consequences of the functioning of the infrastructure sector, but also negative trends in the impact of human activities on the environment. The complex of practical measures, in particular, combines the creation of environmentally friendly structures of infrastructure objects, the introduction of resource-saving technologies, optimization of transportation by environmental criterion, etc.
It should be noted that the national sustainable development policy should be developed on the principles of ensuring ecosystem integrity and integrated management, which is based on a dynamic process of efficient use of resources on the basis of harmonization of economic, ecological and social interests.
In our opinion, from the standpoint of the above mentioned, the development of the infrastructure component of Ukrainian cities in the context of the paradigm of sustainable development and the actualization of world trends involves solving the priorities for today in the areas of ensuring the economic efficiency of infrastructure services, the formation of a socially-oriented infrastructure, ensuring the environmental performance of the infrastructure network.
The city's transport pyramid consists of the following large groups: four-wheeled vehicles, two-wheelers and pedestrians. The development of cycling infrastructure itself will lead to the city and community benefits.
The purpose of this study is to determine the place and role of cycling, in particular as part of its development as a component of urban infrastructure, and to develop recommendations for the implementation of the principles of sustainable development in the context of transport ecologization.
