РОЗВИТОК СИСТЕМИ ПЛАНУВАННЯ СТАЛОГО ВИКОРИСТАННЯ ТА ОХОРОНИ СІЛЬСЬКОГОСПОДАРСЬКИХ ЗЕМЕЛЬ

Анотація

Визначено основні проблеми та доведено необхідність підвищення ефективності функціонування та удосконалення вітчизняної системи планування використання та охорони сільськогосподарських земель в контексті сталого розвитку аграрного сектора економіки. Визначено, що у процесі планування сталого сільськогосподарського землекористування мають бути забезпечені необхідні організаційно-територіальні умови задля збалансованого розвитку галузей сільського господарства. Реалізація зазначеного можлива лише за умови комплексного виконання заходів щодо організації збалансованого використання сільськогосподарських угідь та проектування землекористувань окремих сільськогосподарських організацій.
Сформовано структурно-функціональну схему системи планування використання та охорони сільськогосподарських земель, що включає сукупність взаємопов'язаних елементів та механізму їх взаємодії. Обгрунтовано необхідність запровадження інституту територіального зонування в практику сільськогосподарського землекористування на рівні з поділом земель за категоріями, що передбачає поділ території з урахуванням закономірностей розподілу як природних, так і соціально-економічних чинників аграрного виробництва в системі таксономічних одиниць. Визначено особливості структури планування використання та охорони сільськогосподарських земель на різних рівнях управління в Україні. Обгрунтовано пропозиції щодо удосконалення інструментів та методів оптимізації землекористування і забезпечення сталого використання та охорони земель, а також впливу на поведінку суб'єктів ринкового обігу земель.

DEVELOPMENT OF PLANNING SYSTEM FOR SUSTAINABLE USE AND PROTECTION OF AGRICULTURAL LAND

Summary

It has been determined that the development of the agrarian sector of the economy is characterized by a transformation of the land use system, which requires appropriate tools for land use planning and protection, and also actualizes the need to create a system of sustainable agricultural land use. The main problems are identified and the necessity of improving the efficiency of functioning and improving the domestic system of planning the use and protection of agricultural land in the context of the sustainable development of the agricultural sector of the economy is proved. It has been determined that in the process of planning sustainable agricultural land use, the necessary organizational and territorial conditions must be ensured for the balanced development of agricultural sectors. The implementation of this is possible only if the integrated implementation of measures for the organization of a balanced use of agricultural land and the design of land use of individual agricultural organizations.
A structural-functional scheme of a planning system for the use and protection of agricultural land has been formed, which includes a set of interrelated elements and the mechanism of their interaction. The necessity of introducing the institution of territorial zoning into the practice of agricultural land use on a par with the division of land into categories is justified, which implies the division of territory taking into account the patterns of distribution of both natural and socio-economic factors of agricultural production in the system of taxonomic units. The features of the structure of planning the use and protection of agricultural land at different levels of management in Ukraine are determined. Substantiated proposals for improving the tools and methods for optimizing land use and ensuring the sustainable use and protection of land, as well as influencing the behavior of the subjects of the market turnover of land. The use of modern tools and methods for planning sustainable agricultural land use should help reduce costs through the identification of internal reserves, as well as the efficient use of all types of resources.
