ОЦІНЮВАННЯ ЯКОСТІ ЗАЙНЯТОСТІ НА ОСНОВІ ОБСТЕЖЕНЬ ВИКОРИСТАННЯ ЧАСУ

Анотація

У статті розглядаються актуальні питання формування теоретико-методологічних засад оцінювання якості зайнятості на основі обстежень використання часу. Обгрунтовано необхідність проведення досліджень бюджетів часу або досліджень використання часу. Розглянуто основні напрями застосування даних про використання часу. Обгрунтовано важливість систематизації видів діяльності, що мають застосовуватись при обстеженнях використання часу як загальної класифікації.
Особливу увагу приділено вивченню особливостей основних класифікацій, що набули найбільшого поширення у міжнародній практиці в якості основи для збору, узагальнення і розповсюдження інформації в статистиці використання часу: Міжнародної класифікації видів діяльності для статистики використання часу (ICATUS) та Європейської системи кодування діяльності для гармонізованого європейського обстеження використання часу (ACL 2008).
У статті розкрито основні етапи розроблення, особливості формування та структуру кодів пробної і переглянутої версій ICATUS. Визначено особливості застосування й кодування та наведено структуру за основними рівнями ACL 2008. Здійснено порівняння основних розділів ICATUS 2016 та ACL 2008. На основі проведеного огляду обгрунтована основна відмінність досліджуваних класифікацій, яка полягає в тому, що ICATUS розроблялась з метою проведення оцінок неоплачуваної праці та неформальної зайнятості. Визначено агреговані групи видів діяльності для статистики використання часу. Окреслено найбільш важливі принципи, дотримання яких є необхідним для створення національних версій розглянутих класифікацій.

ASSESSMENT OF QUALITY EMPLOYMENT BASED ON TIME USE SURVEYS

Summary

The article deals with topical issues of the formation of theoretical and methodological principles for assessing the quality of employment on the basis of time-use surveys. The necessity of conducting researches of time budgets or researches of use of time is grounded. The main directions of using data on the use of time are considered. The peculiarities and the main stages of formation of time usage statistics are revealed. The main topics are identified, the focus of which is the analytical goals of collecting data on the use of time. The article substantiates the importance of systematizing the types of activities to be used in surveys of the use of time as a general classification.
Particular attention is paid to the study of key features of main classifications that have become most widely used in international practice as the basis for collecting, summarizing and disseminating information in time usage statistics: the International Classification of Activities for Time Use Statistics (ICATUS)) and the Activity coding list for harmonised European time use surveys (ACL).
The article describes the main stages of development, the peculiarities of the formation and structure of the codes of the trial and revised versions of the International Classification of Activities for Time Use Statistics (ICATUS). The distribution of the first level of classification of activities for ICATUS 2016 is presented by nine main units. The peculiarities of application and coding are defined and the structure is presented according to the main levels of the European activity coding system for the Harmonized European Time Use Surveys. The main sections of ICATUS 2016 and ACL 2008 are compared. Based on the survey, the main difference between the studied classifications is that the ICATUS was designed to evaluate unpaid work and informal employment. Outlined the most important principles, which are necessary for the creation of national versions of the considered classifications.
