НАПРЯМИ ОРГАНІЗАЦІЙНО-ЕКОНОМІЧНОГО РЕГУЛЮВАННЯ РИНКУ СІЛЬСЬКОГОСПОДАРСЬКИХ ЗЕМЕЛЬ В УКРАЇНІ
Анотація
У статті обгрунтовано ефективні напрями організаційно-економічного регулювання ринку сільськогосподарських земель в контексті формування нової парадигми земельних відносин. Визначено сутність організаційно-економічного регулювання ринку сільськогосподарських земель, як механізму стимулювання перерозподілу і консолідації земельної власності в сільському господарстві з метою підвищення ефективності ринкового обігу земель. Встановлено, що за відсутності вільного обігу сільськогосподарських земель нині не здійснюються заходи з консолідації земель, а процеси урбанізації призводять до подальшого подрібнення земельних ділянок та необгрунтованої зміни їх цільового призначення. Представлено інструментарій організаційно-економічного регулювання ринку сільськогосподарських земель, застосування якого сприятиме вирішенню низки поставлених завдань у цій сфері. До основних організаційних інструментів відносяться землеустрій, адміністративне регулювання, реєстрація речових прав, земельний моніторинг та контроль. Економічний інструментарій регулювання ринку земель сільськогосподарського призначення є системою взаємозалежних і взаємообумовлених економічних регуляторів, що включають в себе такі інструменти регулювання, як фінансові, фіскальні, рентні та цінові.

DIRECTIONS OF ORGANIZATIONAL AND ECONOMIC REGULATION OF THE AGRICULTURAL LAND MARKET IN UKRAINE
Summary
The article substantiates the effective directions of organizational and economic regulation of the agricultural land market in the context of the formation of a new paradigm of land relations. The essence of the organizational and economic regulation of the agricultural land market is determined as a mechanism to stimulate the redistribution and consolidation of land ownership in agriculture in order to increase the efficiency of the market turnover of land. The system of regulatory and legal support in the sphere of regulation of land relations was thoroughly analyzed in order to eliminate all possible contradictions, duplication and inconsistencies, harmonize legislative conflicts in the development of regulatory measures in the effective functioning of the agricultural land market, and also with the aim of creating transparent organizational and economic mechanisms for the implementation of land relationship. It has been established that in the absence of free circulation of agricultural land, land consolidation measures are currently not being implemented, and urbanization processes lead to further shredding of land plots and unreasonable changes in their intended purpose. The principles of the functioning of the agricultural land market are proposed, on the basis of which the directions of their organizational and economic regulation are revealed. A toolkit of organizational and economic regulation of the agricultural land market is presented, the use of which will contribute to solving a number of tasks in this area. At the same time, instruments for regulating the market for agricultural land are diverse and must work in conjunction. The main organizational tools include land management, administrative regulation, registration of rights, land monitoring and control. The economic tools for regulating the agricultural land market is a system of interconnected and interdependent economic regulators, including such regulatory tools as financial, fiscal, rental and price regulation.
