ОСОБЛИВОСТІ ІНВЕСТИЦІЙНОГО СПІВРОБІТНИЦТВА МІЖ УКРАЇНОЮ ТА ЄС
Анотація
У статті досліджено особливості інвестиційного співробітництва між Україною та країнами Європейського Союзу. Досліджено динаміку, структуру надходжень прямих іноземних інвестицій по країнам та галузям. Визначено основні проблеми, що стримують надходження прямих іноземних інвестицій в Україну. Запропоновано заходи щодо покращення інвестиційного клімату в Україні. Систематизовано комплекс мір щодо поліпшення інвестиційного клімату, у тому числі: реформування діючого законодавства та реструктурування податкової системи; перегляд системи державних гарантій; налагодження більш тісного співробітництва з країнами Європейського Союзу; впровадження органів, які будуть займатися безпосередньо моніторингом використання іноземних інвестицій, дослідженням інвестиційного клімату та його покращенням; підвищення інвестиційного іміджу тих галузей, що є надзвичайно перспективними та важливими для економіки України, але які недостатньо швидко окупаються; впровадження механізму приватизації землі для нерезидентів, що позитивно відобразиться на можливостях розвитку іноземного інвестування.

PECULIARITIES OF THE INVESTMENT COOPERATION OF UKRAINE WITH THE EU
Summary
Peculiarities of the investment cooperation between Ukraine and the EU countries has been examined in the article. The dynamics, structure of receipts of foreign direct investments by countries and industries have been examined. The main problems that delay of receipts of foreign direct investments in Ukraine have been identified, and the actions taken to improve investment climate in Ukraine have been proposed. Efficient investment activity is largely supported by external financing. Since the current development of any country in the world, including Ukraine, is impossible without attracting foreign direct investment from other countries, one of the most important characteristics of the modern world economy is the cross-border transfer of capital. The European Union is the main investor in the Ukrainian economy, with each passing year the investment flows are reviving, but there are a number of problems that impede them. Ukraine's development is impossible without attracting foreign direct investment from other countries. Creating a favorable investment climate is one of the main tasks of the government of any country regardless of its level of economic development. The complex of measures aimed at improving the investment climate is systematized: the reform of the current legislation and restructuring of the tax system; review of the system of state guarantees; establishing closer cooperation with the countries of the European Union; the introduction of bodies that will directly monitor the use of foreign investment, research into the investment climate and its improvement; raising the investment image of those industries that are extremely promising and important for the Ukrainian economy, but which do not pay enough quickly; the introduction of a mechanism for privatization of land for non-residents, which will have a positive impact on the possibilities of foreign investment development. Among the problems hindering the flow of foreign investment are political instability and imperfect legislation, the lack of reliable guarantees for foreign investors from changes in legislation and policy, high tax rates, excessive state interference in the economy, high levels of corruption.
