ІННОВАЦІЙНО-ІНВЕСТИЦІЙНІ АСПЕКТИ ДЕРЖАВНОГО РЕГУЛЮВАННЯ РОЗВИТКУ ЕКОБЕЗПЕЧНОГО ЗЕМЛЕРОБСТВА
Анотація
Виявлено та обгрунтовано інноваційно-інвестиційні аспекти державного регулювання розвитку екобезпечного землеробства в аграрному секторі економіки країни. Визначено джерела фінансування, спрямовані на стимулювання розвитку екобезпечного землеробства. Запропоновано основні заходи активізації інвестиційної діяльності в напрямі забезпечення розвитку екобезпечного землеробства. Означено, що для реалізації послідовної політики державного регулювання необхідно вдосконалення служби екологічного контролю, яка, на відміну від уже діючих організацій, має грунтуватися не на жорсткій структурі перевірок та стягнень, а на стимулюванні та комплексній охороні довкілля. Встановлено, що державні механізми сучасної аграрної політики мають спрямовуватись на всебічну підтримку інноваційних сільськогосподарських організацій в їх зусиллях щодо забезпечення розвитку екобезпечного землеробства ринковими методами; вдосконалення і впорядкування правової бази; розвиток нових форм взаємодії наукових організацій та агропідприємств з метою створення і впровадження інновацій тощо.

INNOVATION AND INVESTMENT ASPECTS OF STATE REGULATION OF ECOSAFETY AGRICULTURE
Summary
The innovation-investment aspects of the state regulation of the development of environmentally-friendly agriculture in the agrarian sector of the country's economy are revealed and grounded. The sources of funding aimed at stimulating the development of environmentally-friendly agriculture have been identified. The main measures of activation of investment activity in the direction of ensuring the development of environmentally-friendly agriculture are offered. It is indicated that for the implementation of a consistent state regulation policy, the improvement of the environmental control service is necessary, which, unlike existing ones, should be based not on the rigid structure of checks and penalties, but on stimulation and integrated environmental protection. It has been established that state mechanisms of modern agrarian policy should aim at the comprehensive support of innovative agricultural organizations in their efforts to ensure the development of environmentally-friendly agriculture by market methods; improving and streamlining the legal framework; the development of new forms of interaction between scientific organizations and agro enterprises in order to create and implement innovations.
