НЕСПОСТЕРЕЖУВАНА ЕКОНОМІКА ЯК ФАКТОР ІНСТИТУЦІЙНОЇ МОДЕРНІЗАЦІЇ АГРАРНОЇ СФЕРИ УКРАЇНИ
Анотація
Статтю присвячено аналізу методологічних та науково-практичних підходів щодо ідентифікації неспостережуваної економіки. Проведено аналіз інституційних змін в аграрній сфері України. Встановлено, що найбільшої шкоди проведенню ефективних інституційних змін в умовах постіндустріального розвитку завдають неспостережувані економічні процеси. Визначено основні інституційні фази ринкових перетворень, а також обгрунтовано необхідність проведення інституційної модернізації. Детально проаналізовано особливості неспостережуваних економічних процесів у контексті використання сільськогосподарської землі сучасними агентами ринку (на прикладі Вінницької області). Досліджено засади щодо побудови методологічної моделі інституційної модернізації аграрної сфери України в контексті протидії неспостережуваній економіці. Особливу увагу приділено необхідності удосконалення інституційного середовища у вітчизняній аграрній сфері. Окреслено перспективи дослідження теорії неспостережуваної економіки, а також відзначено важливість розробки економетричних моделей інституційної модернізації.

NON-OBSERVED ECONOMICS AS A FACTOR OF INSTITUTIONAL MODERNIZATION OF AGRARIAN SPHERE IN UKRAINE
Summary
The article is devoted to the analysis of methodological and scientific-practical approaches to the identification of the unobserved economy. The analysis of institutional changes in the agrarian sector of Ukraine is conducted. It is established that the most harmful effect of conducting effective institutional changes in the conditions of post-industrial development is caused by unobserved economic processes. The basic institutional phases of market transformations are determined, and the necessity of institutional modernization is substantiated. The peculiarities of unobserved economic processes in the context of the use of agricultural land by modern market agents (for example, Vinnitsa region) are analyzed in detail. The principles of constructing a methodological model of institutional modernization of the agrarian sphere of Ukraine in the context of counteraction to the unobserved economy are explored. Particular attention is paid to the need to improve the institutional environment in the domestic agrarian sector. The prospects of the study of the theory of the unobserved economy are outlined, as well as the importance of developing econometric models of institutional modernization.
