ЕКОНОМІЧНІ ЗБИТКИ ВІД ПІДТОПЛЕННЯ ТЕРИТОРІЙ УКРАЇНИ

Анотація

Статтю присвячено обгрунтуванню економічних збитків від підтоплення водами на території України та здійснення заходів щодо їх запобігання. Поширення процесу підтоплення територій населених пунктів і орних земель, що завдають великі збитки для державного бюджету та інфраструктури регіонів. У статті проаналізована динаміка змін підтоплення в населених пунктах та орних землях. Висвітлено показники площ уражених орних земель території України, охоплених підтопленням. Наведено розрахунок збитків від вилучення сільськогосподарських угідь. Відзначено нормативи збитків для різних сільськогосподарських угідь. Розглянуто сучасний стан захисних гідротехнічних споруд, протипаводкових дамб, заходи щодо укріплення берегових ліній річок. Показано формули для розрахунку збитків від підтоплення територій України. Зазначено можливість вдосконалення законодавства і створення програми, що дозволить запобігти і ліквідувати дії підтоплення територій України.

ECONOMIC LOSSES FROM FLOODING OF THE TERRITORIES OF UKRAINE

Summary

The article is devoted to the substantiation of economic losses from water flooding on the territory of Ukraine and implementation of measures for their prevention. Distribution of the process of flooding of the territories of settlements and arable land, causing great losses for the state budget and the infrastructure of the regions. The article analyzes the dynamics of flood changes in settlements and arable lands. The indicators of the areas of affected arable lands of the territory of Ukraine covered by flooding are highlighted. The calculation of losses from the withdrawal of agricultural land is given. The norms of losses for various agricultural land are noted. The current state of protective hydrotechnical structures, flood dams, measures for strengthening coastal lines of rivers is considered. The formulas for calculation of losses from flooding of territories of Ukraine are shown. The possibility of improving legislation and creating a program that will prevent and eliminate the flooding of the territories of Ukraine is noted.
