ІНВЕСТИЦІЙНЕ КРЕДИТУВАННЯ В СИСТЕМІ ІНВЕСТИЦІЙНОГО ЗАБЕЗПЕЧЕННЯ РОЗВИТКУ АГРАРНОГО СЕКТОРА
Анотація
У статті розглянуто основні аспекти формування системи інвестиційного забезпечення розвитку аграрного сектору; обгрунтовано потребу розвитку інвестиційного кредитування як складової удосконалення механізму залучення інвестицій та підвищення інвестиційної привабливості підприємств аграрного сектору. Визначено переваги, ризики, недоліки та перспективи інвестиційного кредитування в системі інвестиційного забезпечення розвитку аграрного сектора.
Інвестиційний кредит розглядається нами як форма інвестиційного забезпечення виробничо-господарської діяльності, що здійснюється з метою реалізації розширеного циклу відтворення й спрямована на збільшення капіталу як позикодавця, так і позичальника у перспективі.
Доведено, що в основі реалізації ефективного механізму кредитування інвестиційних проектів лежить взаємозв'язок окремих його елементів, до яких віднесено: аналіз якості бізнес-планів реалізації інвестиційних проектів; обстеження підприємства співробітниками банку; правове забезпечення реалізації інвестиційного кредитування; розробка оптимальної схеми кредитування інвестиційного проекту; оформлення документації щодо реалізації інвестиційного проекту, контроль і оперативне регулювання виконання календарних планів і витрат ресурсів; обгрунтування системи показників, що впливають на надання банком інвестиційних кредитів та фінансовий аналіз потенційного позичальника.

INVESTMENT CREDITING IN THE SYSTEM OF INVESTMENT PROVIDING AGRICULTURAL SECTOR DEVELOPMENT
Summary
The article deals with the main aspects of the formation of the investment support system for the development of the agrarian sector; the necessity of development of investment lending as an integral part of improving the mechanism of attraction of investments and increase of investment attractiveness of enterprises of agrarian sector is substantiated. The advantages, risks, disadvantages and prospects of investment lending in the system of investment support for the development of the agrarian sector are determined.
Investment loan is considered by us as a form of investment support for production and economic activity, carried out in order to implement an extended cycle of reproduction and aimed at increasing capital as a lender and borrower.
It is proved that the basis of realization of an effective mechanism of lending to investment projects lies the interrelation of some of its elements, which include: analysis of the quality of business plans for the implementation of investment projects; survey of the company by bank employees; legal support for the implementation of investment lending; development of an optimal scheme of investment project lending; registration of documentation on the implementation of the investment project, control and operational regulation of the implementation of calendar plans and resource costs; the justification of the system of indicators that affects the provision of investment loans by the bank and the financial analysis of a potential borrower.
