СУТНІСТЬ І ЧИННИКИ ФОРМУВАННЯ ОРГАНІЗАЦІЙНО-ЕКОНОМІЧНОГО МЕХАНІЗМУ ЗАБЕЗПЕЧЕННЯ ЯКОСТІ ПРОДУКЦІЇ ТВАРИННИЦТВА
Анотація
У статті дано авторське трактування ланцюга понять: "механізм" — "економічний механізм" — "організаційно-економічний механізм" — "організаційно-економічний механізм забезпечення якості продукції тваринництва". Доведено тотожність понять "економічний механізм" і "господарський механізм". Зі складу економічного (господарського) механізму виокремлено фінансово-економічний, техніко-економічний, організаційно-економічний, соціально-економічний механізми, основою яких є механізми управління та державного регулювання економіки, а також інформаційний, психологічний, мотиваційний та інші механізми. Обгрунтовано твердження, що організаційно-економічний механізм лежить в основі функціонування економічного (господарського) механізму і відображає сукупність способів і методів організації (самоорганізації) та управління процесами виробництва, обміну, розподілу та споживання. З'ясовано, що важливою функцією організаційно-економічного механізму є узгодження інших механізмів (підсистем у рамках господарської системи) між собою у процесі їх розвитку та взаємодії. Запропоновано критерій ефективності організаційно-економічного механізму — сприяння розв'язанню техніко-економічних і соціально-економічних проблем у сфері забезпечення якості продукції тваринництва за допомогою економічних, адміністративно-правових та інших регуляторів і забезпечувати максимальну дієвість ринкових саморегуляторів. Виявлено основні чинники якості продукції тваринництва та визначено заходи організаційно-економічного характеру, які підвищують ефективність дії цих чинників. Обгрунтовано необхідність реалізації в Україні низки заходів організаційно-економічного характеру в рамках горизонтального або комплексного підходу до забезпечення якості продукції тваринництва, який забезпечує ефективне поєднання і доповнення контролю продукції контролем процесів.

THE ESSENCE AND FACTORS OF ORGANIZATIONAL AND ECONOMIC MECHANISM OF LIVESTOCK PRODUCTS QUALITY ASSURANCE FORMATION
Summary
The study aims at discussing such concepts as: "mechanism" — "economic mechanism" — "organizational and economic mechanism" — "organizational and economic mechanism of quality assurance of livestock products". As far as the structure of the economic mechanism is concerned, the financial-economic, technical and economic, organizational-economic, socio-economic mechanisms, the basis of which are mechanisms of management and state regulation of the economy, as well as informational, psychological, motivational and other mechanisms are distinguished. It is claimed that the organizational and economic mechanism is based on the functioning of the economic mechanism and reflects a set of means and organization methods (self-organization) and management of the processes of production, exchange, distribution and consumption. It is revealed that the important function of the organizational and economic mechanism is the coordination of other mechanisms (subsystems within the economic system) with each other in the process of their development and interaction. The criterion of the organizational and economic mechanism efficiency is suggested — assistance in solving technical-economic and socio-economic problems in the field of quality assurance of livestock products through economic, administrative, legal and other regulators and ensuring the maximum efficiency of market self-regulators. The main factors of the livestock products are revealed, and measures of organizational and economic nature that increase the effectiveness of these factors are identified. The author considers the necessity of realization of a number of organizational and economic measures in Ukraine in the framework of a horizontal or integrated approach to ensuring the quality of livestock products, that ensures efficient combination and completeness of product control by means of processes control.
