КАДАСТР ЯК ІНСТРУМЕНТ ПЛАНУВАННЯ РОЗВИТКУ ТЕРИТОРІЙ

Анотація

Система землеустрою та державного земельного кадастру є одним із найважливіших факторів управління земельними ресурсами на всіх адміністративно-територіальних рівнях. Відповідно до Закону "Про земельний кадастр", на його основі створюється решта кадастрів, включаючи містобудівний. У цьому кадастрі саме на повну та достовірну інформацію про земельні ділянки мають шарами накладатися дані про будівлі, які вже розташовані на цих ділянках, про всі можливості та обмеження на їхню подальшу забудову, про зелені насадження, підприємства, інженерні комунікації, пам'ятники архітектури тощо. Незважаючи на те, що питанням розробки містобудівного кадастру приділяється багато досліджень, проблем його створення не меншає. Вирішувати їх можна поступово в процесі наповнення містобудівного кадастру даними та в процесі роботи з ним. Також необхідно побудувати чіткий алгоритм обміну даними містобування та земельного кадастру.

Summary

The system of land management and state land cadastre is one of the most important factors in the management of land resources at all administrative-territorial levels. In accordance with the Law "On Land Cadastre", on the basis of it the rest of the inventories are created, including urban development. In this inventory, full and reliable information on land plots has layers of information on the buildings that are already located in these areas, about all the possibilities and restrictions for their further development, green plantations, enterprises, engineering communications, architectural monuments, etc. Despite the fact that a lot of research is devoted to the development of a city-planning cadastre, the problems of its creation are not diminished. They can be solved gradually in the process of filling the city cadastre data and in the process of working with it. Also, it is necessary to build a clear algorithm for the exchange of data on urbanization and land cadastre.
