МЕТОДОЛОГІЧНІ ОСНОВИ ДОСЛІДЖЕННЯ МОНІТОРИНГУ ЯК ІНСТРУМЕНТА ПІДВИЩЕННЯ ЕФЕКТИВНОСТІ ФІНАНСУВАННЯ ПРОГРАМ РОЗВИТКУ АГРОПРОМИСЛОВОГО КОМПЛЕКСУ
Анотація
Стаття присвячена теоретичним, методологічним і практичним аспектам моніторингу як важливого інструмента підвищення ефективності фінансування програм розвитку агропромислового комплексу. Акцентовано увагу на модернізації агропромислового комплексу та необхідності створення інноваційно-орієнтованих підприємств, а також оптимізації зовнішніх і внутрішніх джерел фінансування у процесі участі в реалізації перспективних програм (проектів). Для реалізації окремих програм і проектів розвитку підприємств та розрахунку ринкової привабливості перспективних напрямів їх діяльності варто визначити пріоритетні характеристики ресурсних моделей і активізувати моніторинг ефективного фінансування програм розвитку агропромислового комплексу.
Відзначено, що система моніторингу передбачає збирання та акумуляцію інформації, яка характеризує динаміку розвитку агропромислового комплексу; формування бази даних, яка відображає рівень фінансової стійкості учасників агропромислового комплексу; прогнозування динаміки критеріїв фінансової стійкості учасників агропромислового комплексу; оцінку ефективності превентивних заходів, які проводяться в межах системи державного регулювання сільського господарства; дослідження системних ризиків агарного сектору. Доведено, що системний підхід дозволяє приймати рішення щодо планування, діагностики та коректування фінансування програм розвитку. Обгрунтовано, що фінансування програм розвитку агропромислового комплексу потребує прийняття мотиваційно-стимулюючих і коригувальних управлінських рішень.
На основі узагальнення наукових положень встановлено, що організаційно-економічний механізм управління системою фінансування програм розвитку агропромислового комплексу потребує перегляду принципів взаємодії учасників комплексу й системи моніторингу фінансування програм на всіх етапах. Встановлено, що в процесі моніторингу повинен бути забезпечений повний його цикл з метою отримання достовірної моніторингової інформації для прийняття ефективних управлінських рішень. Особливу увагу приділено доцільності використання методики розрахунку потоку вхідних і вихідних фінансових ресурсів при реалізації державної програми для покриття інвестиційних та фінансових потреб, яка дає змогу приймати як оперативні, так і стратегічні управлінські рішення, контролювати достатність фінансових ресурсів для забезпечення поетапності виконання програми.

METHODOLOGICAL BASES FOR RESEARCH OF MONITORING AS AN INSTRUMENT FOR INCREASING EFFICIENCY OF FINANCING OF THE DEVELOPMENT PROGRAMS OF AGROINDUSTRIAL COMPLEX
Summary
The article is devoted to the theoretical, methodological and practical aspects of monitoring as an important instrument for increasing efficiency of financing of the development programs of agroindustrial complex. Attention is accented on modernization of agroindustrial complex and necessity of creation of the innovative and oriented enterprises and also optimization of external and internal sources of financing in the process of participation in realization of the perspective programs (projects). It is necessary to determine the priority characteristics of resource models and activate monitoring of effective financing of the development programs of agroindustrial complex for realization of the individual programs and projects of development of enterprises and calculation of market attractiveness of perspective directions of their activity.
It was noted that the monitoring system foresees collection and accumulation of information, which characterizes the dynamics of agroindustrial complex development; forming of database which represents the level of financial sustainability of participants of agroindustrial complex; forecasting the dynamics of criteria of financial sustainability of participants of agroindustrial complex; estimation of efficiency of preventive measures that are conducted within the limits of the system of government regulation of agriculture; research of system risks of agrarian sector. It has been proved that systematic approach allows to make decision on planning, diagnostics and adjustment for financing of development programs. It has been substantiated that financing of the development programs of agroindustrial complex requires acceptance of corrective, motivational and stimulating management decisions.
It has been established on the basis of generalization of scientific positions, that the organizational and economic mechanism for management the system of financing the programs of agroindustrial complex development requires revision of the principles of interaction between participants of complex and the system of monitoring for financing of the programs on all stages. It has been established that complete cycle of monitoring has to be provided in the process of monitoring in order to obtain reliable monitoring information for making effective management decisions. Particular attention was paid to the feasibility of using methods of calculating of the flow of incoming and outgoing financial resources during realization of the government program for covering investment and financial needs that enables to accept both operative and strategic administrative decisions, control sufficiency of financial resources for providing the gradual implementation of the program.
