ДЕРЖАВНА ПІДТРИМКА ПРИРОДООХОРОННИХ ЗАХОДІВ: ПРОБЛЕМИ ВИКОНАННЯ БЮДЖЕТНИХ ПРОГРАМ ТА ЕФЕКТИВНОСТІ ВИКОРИСТАННЯ КОШТІВ
Анотація
У статті досліджуються проблеми пов'язані з державною підтримкою природоохоронних заходів як ключового фактору соціально-економічного розвитку України. Проаналізовано поточні екологічні проблеми, на вирішення яких з державного бюджету виділяється фінансовий ресурс, а також проведено аналіз результативності деяких бюджетних програм та ефективності використання коштів.
Встановлено, що існуюча система управління у сфері охорони навколишнього природного середовища є недостатньо ефективною. Відсутнє чітке законодавче розмежування природоохоронних і господарських функцій, систематичне ігнорування суб'єктами господарювання природоохоронного законодавства.
Вирішення проблем лежить у площині віднесення їх до пріоритетних на державному рівні. Запровадження комплексного підходу щодо подолання екологічних наслідків, збільшення обсягів фінансування в рамках виконання природоохоронних програм та посилення контролю за ефективним використанням бюджетних коштів.
Бюджетні програми повинні мати взаємозв'язок між виділеними коштами та отриманим екологічним ефектом, відповідно до запланованих показників. Необхідно зосереджувати бюджетні кошти на пріоритетних напрямах та підвищити бюджетну дисципліну серед розпорядників коштів.

STATE SUPPORT FOR ENVIRONMENTAL MEASURES: THE PROBLEM OF BUDGET PROGRAMS AND COST-EFFECTIVENESS
Summary
The article examines the problems associated with state support environmental measures as a key factor of social and economic development of Ukraine. The study is an analysis of current environmental problems on which decision the state budget allocated financial resources, as well as an analysis of the impact of some budget programs and cost-effectiveness. The study found that the current system of state administration in the field of the environment is not sufficiently effective. Since there is no clear legal separation of environmental and economic functions, failure undertakings environmenal legislation.
According to the audit conducted by the Accounting Chamber of Ukraine found that governance and regulation was reduced to provide the competent authorities of the permits, limitation and regulation of environmental pollution. Thus, existing in the relevant state bodies leverage to ensure full reimbursement of the state damages for violations of environmental laws were ineffective. Thus, in the Kharkov region in 2010 — 9 months of 2011 the total refund environmental damage was only 0.5 percent of the total assessed damage or 1,2 mln. UAH., Sumy region — 6.3 percent, or 0.9 mln. UAH.
In Odessa, Mykolayiv and Kherson regions the total estimated damages for breaches of environmental legislation made 668.64 million. UAH. Thus for the implementation of non-permit or loss of excess amounts reimbursed in 2011 and the first half of 2012 only 0.6 to 0.8 percent. of damages. As a result, the environment is not improved, and problema over exploitation of natural resources has not been resolved.
The study found that in Ukraine the allocation and use of state budget funds for implementation of environmental protection measures carried out randomly, which in turn leads to inefficient use and so limited state financial resources and low efficiency of these measures.
One way of solving environmental problems is, according to the author, referring them to the priority at the state level. The introduction of a comprehensive approach increased funding in the implementation of environmental programs and monitoring effective use of public funds. To improve the efficiency of budget programs should be strengthened relationship between funds allocated and received environmental effect, in accordance with the planned indicators of budget programs. To focus the budget funds on priority areas and to increase fiscal discipline among spending units.
